Moving learning access beyond closed school gates.

When prolonged COVID-19 closures interrupted classroom education in Bangladesh, i4E adapted its campus connectivity model for rural and semi-urban learners in the Rangpur area.

The response framework combined community-access Wi-Fi, no-cost learning vouchers, and restricted academic routing. Its purpose was to reduce the connectivity barrier for students who could not depend on home broadband, personal computers, or recurring mobile-data purchases.

01The emergency

A national closure became a household connectivity crisis.

Bangladesh closed educational institutions in March 2020. The shift to remote education exposed sharp differences in devices, broadband availability, digital skills, and families’ ability to purchase mobile data.

For learners outside major metropolitan areas, online classes could require unstable cellular connections and repeated out-of-pocket spending. Shared devices and limited coverage made consistent participation even harder.

02The i4E response

Community access designed around essential learning traffic.

Neighborhood access points

Where feasible, connectivity was directed toward outdoor structures, community locations, and school perimeters that learners could reach under local restrictions.

No-cost access vouchers

The ISPbills backend generated time-controlled credentials intended to give participating families learning access without a student data charge.

Academic traffic policy

Gateway rules prioritized approved learning portals, assignments, textbooks, and lectures while restricting entertainment and other nonessential categories.

Safeguarding note: Network filtering can reduce access to selected categories but cannot guarantee a completely safe internet. Supervision, platform policies, privacy controls, reporting pathways, and digital-literacy support remain essential.
